This monograph aims to provide an overview of the European Union’s enlargement policy and how it has affected its membership.

It is the product of scientific research conducted within the Jean Monnet Module ‘EU-Western Balkans Cooperation on Justice and Home Affairs’ (EUWEB, 2019–2022) and the Jean Monnet Chair ‘Promoting Public Awareness on Enlargement Policy, EU Values and the Western Balkans’ Accession’ (EUVALWEB, 2022–2025).

The work analyzes the systematic role of enlargement policy in the legal order of the Union (Chapter I), after which it looks at the regulatory bases and application practices that have helped to identify the conditions of membership (Chapter II). The work begins with the various accession processes, which explain the motivations behind this research (Introduction). However, the latter draws attention to a difference between pre- and post-enlargement that the Court of Justice similarly denounced, demanding adherence to Article 2 TEU as the cornerstone of the Union’s and its members’ identity (Chapter III). In conclusion, the book evaluates potential enlargement options that combine treaty reform and accession, based on suggestions made by some European institutions and Member States (Chapter IV).

We’d like to bring to your attention the call for special-issue’s proposals of the journal “EUWEB Legal Essays. Global & International Perspectives”.

The submitted proposals should concern “Promoting Public Awareness on the Fight Against Transnational Crimes, the Role of Police and Judicial Cooperation and Respect for Fundamental Rights“.

Any proposal must consist o a two-to-three-pages document outlining the intended working schedule. Submissions shall be emailed as a single .pdf to “info@euweb.org”, indicating in the subject heading “Proposal for the EUWEB Special Issue”.

Please note that all manuscripts of the call must undergo a regular peer-review process.

Hence, the deadline overview is the following:

Prof. Teresa Russo, as Scientific Coordinator of the 2019-2022 Jean Monnet Module “EU-Western Balkans Cooperation on Justice and Home Affairs” (EUWEB), whose activities have now merged into the broader mission of the Jean Monnet EUVALWEB Chair, is delighted to announce the publication of the book “Solidarity and the Rule of Law. The New Dimension of EU Security” (Springer Publisher, Book Series: European Union and its Neighbours in a Globalized World), a very distinguished scientific work.

The book, divided into four parts, boasts 14 contributions written by eminent Italian and foreign scholars of EU law, international law, constitutional law, criminal law and criminal procedure, professional ethics and human rights, as well as young researchers and NGO representatives, with an innovative and multidisciplinary approach.
The incredibly satisfying scientific results are intended to promote a different idea of security through the values of the Union, in particular through a joint reading of the principles of solidarity and respect for the rule of law.

After three years of the Jean Monnet Module “EU-Western Balkans Cooperation on Justice and Home Affairs” (EUWEB), we felt like something more could and had to happen… and so it did!
Today, it’s with great pleasure and a bit of thrill that we announce that the European Commission selected to co-financing the Jean Monnet Chair “Promoting Public Awareness on Enlargement Policy, EU Values and the Western Balkans’ Accession” (EUVALWEB), under the guide of prof. Teresa Russo as Chair holder.

The Chair is set to focus on the evolution of EU Enlargement policy and its implications in the construction of EU identity, based on its core values (article 2 TEU), as well as on the EU strategy toward the Western Balkans.

Therefore, EUVALWEB serves the purpose of building up awareness, expertise and competency in those who will attend its courses, skills that are critical in the current stage of EU integration process for the erection of a wide community of law based on the respect for democracy and human rights in particular. The more than 90 hours of yearly activities will include group lectures, seminars, training and tutorials, including in a distance format.

The three-years Jean Monnet Chair EUVALWEB is starting from March 2023 and we encourage you all, EU and Non-EU (Western Balkans above all) Citizens, to attend its courses held both online and in presence at the University of Salerno.
