On Thursday 10 and Friday 11 March 2022, respectively at 2:30 PM and 9:45 AM, in ‘Nicola Cilento’ hall and on the platform ‘Microsoft Teams’ the inaugural Conference of the Third edition of the Jean Monnet Module ‘EU-Western Balkans Cooperation on Justice and Home Affairs’ (EUWEB) will take place. EUWEB represents an Advanced Specialization Course coordinated by Prof. Teresa Russo (Module Leader) with the participation of Profs. Anna Oriolo and Gaspare Dalia (Key Teachers).

The conference will kick off the cycle of scientific events slated from March to May 2022 and will be attended by professors of Albanian, Serbian and Macedonian Universities, as well as representatives of associations, respectively as Partner and Supporter.

The Conference, structured in a total of six sessions that reflect the thematic and research areas of the Advanced Specialization Course, will start with the institutional greetings (h. 2:30 PM) of the Rector of the University of Salerno, Vincenzo Loia, and Profs. Giovanni Sciancalepore (Head of Department of Legal Sciences (DSG), UniSa) Francesco Fasolino (President of the Didactic Council of DSG, UniSa) and Angela Di Stasi (Full Professor of International Law and EU Law, DSG UniSa),  in addition to Silverio Sica (Lawyer, President of the Council of the Salerno Bar Association) and Amarilda Lici (Lawyer, Association for Juridical Studies on Immigration, ASGI).

The First Session (Cross-border Security, Migration and Asylum Management, h. 3 PM), chaired by Prof. Giuseppe Cataldi (Full Professor of International Law, Head of the Department of Human and Social Sciences, University ‘L’Orientale’ of Napoli), will be enriched by the remarks of Prof. Teresa Russo (Associate Professor of European Union Law, DSG, UniSa) and Laura Ferrara (Member of the European Parliament, Vice Chair of the Legal Affairs Committee and Full Member of the Civil Liberties, Justice and Home Affairs Committee).

Then, it will be the turn of the Second Session (Fight Against Transnational Crime and Protection of Fundamental Rights, h. 4 PM), chaired by Prof. Ugo Villani (Emeritus Professor of International Law, the Department of Political Sciences, the University ‘Aldo Moro’ of Bari) which will see Prof. Anna Oriolo (Associate Professor of International Law, DSG, UniSa) and Prof. Pasquale Pistone (Full Professor of Tax Law, Department of Economic and Statistic Sciences, University of Salerno) as speakers.

Lastly, the Third Session (Police and Judicial Cooperation, h. 5 PM), chaired by Prof. Fabio Ferraro (Full Professor of EU Law, Department of Law, University ‘Federico II’ of Napoli) will be animated by the speeches of Prof. Gaspare Dalia (Head of Comparative Criminal Procedural Law, DSG, UniSa) and Prof. Carlo Longobardo (Full Professor of Criminal Law, the Department of Law, University ‘Federico II’ of Napoli).

A final debate will close the first part of the inaugural Conference.

The second part of the Conference will start on 11 March with the institutional greetings (h. 9:45 AM) of the Rector of the University of Salerno, Prof. Vincenzo Loia, and Profs. Giovanni Sciancalepore (Head of DSG UniSa) and Francesco Fasolino (President of the Didactic Council of DSG UniSa).

Then, the Round Table (Italy and the Balkans: The Prospects of the Path of Accession to the European Union, h. 10:00 AM), organized in partnership with the Ministry of Foreign Affairs and International Cooperation, will take place. The forum will be introduced by Prof. Teresa Russo (Associate Professor of European Union Law, DSG UniSa) and moderated by Dr. Andrea Cascone (Director for Adriatic and Balkans – Directorate General for Europe and International Trade Policy – Ministry of Foreign Affairs and International Cooperation). It will be enriched by the speeches of Dr. Zef Mazi (Chief Negotiator with the EU, Albania), Dr. Edin Dilberović (Director of the Directorate for the European Integration, Bosnia-Herzegovina), Dr. Bojan Marichic (Deputy Prime Minister for European Affairs, North Macedonia), Dr. Zorka Kordić (Chief Negotiator with the EU, Montenegro), Dr. Florim Canolli (Director of Development Cooperation Office – Office of the Prime Minister, Kosovo) and Dr. Miroslav Gačević (Assistant Minister, Ministry of European Integration, Serbia).

The Fourth Session (Opportunities and Critical Issues of Cross-Border Security – Asylum and Migration Management – at the Time of the EU Enlargement, h. 2:30 PM) will be chaired by Prof. Teresa Russo (Associate Professor of European Union Law, DSG UniSa) and the speeches of Prof. Niuton Mulleti (Lecturer of International Relations, Actin Head of the Department of Law, University ‘EPOKA’ of Tirana, Albania), Dr. Andrea Pecoraro (Protection Associate, United Nations High Commissioner for Human Rights UNCHR, Italy) and Dr. Laura Lungarotti (Chief of Mission in Bosnia and Herzegovina, Western Balkans Sub-Regional Coordinator, International Organization for Migration OIM) as speakers.

Subsequently, it will be the turn of the fifth session (Opportunities and Critical Issues of the Fight Against Transnational Crime at the Time of the EU Enlargement, h. 4 PM) chaired by Prof. Anna Oriolo (Associate Professor of International Law, DSG, UniSa),  with the speeches of Prof. Nicoletta Parisi (Former Full Professor of International Law, Department of Political Sciences, Catholic University of the Sacred Heart, Former Member of the Italian National Anti-Corruption Authority ANAC), and Prof. Ivan Ingravallo (Associate Professor of International Law, Jonic Department of Mediterranean Legal and Economic Systems, University ‘Aldo Moro’ of Bari).

Finally, the Sixth Session (Opportunities and Critical Issues of Police and Judicial Cooperation at the Time of the EU Enlargement, h. 5 PM), chaired by Prof. Gaspare Dalia (Head of Comparative Criminal Procedural Law, DSG, UniSa), will have Prof. Dino Guido Rinoldi (Full Professor of EU Law, Faculty of Economy and Law, Catholic University of the Sacred Heart) and Prof. Erjon Hitaj (Lecturer of International Law, Head of Department of Law, University ‘Ismail Qemali’ of Vlöre, Albania) as speakers.
